Maybe not "high" art but as an artform it doesn't get much more American than the comics format. Cliff Sterrett was an artist working in the medium in the early part of the 20th century. Best known for his comic "Polly and her pals" in which Polly herself was mostly a bystander while her parents took center stage. Sterrett's graphic style was influenced by the modern artforms at the time and are a joy to look at. The wearing of hats as a theme returns in the comic every now and then. Here are three examples from 1928 and 1929.

No boater for "paw" but an optimo styled panama (unless everybody else is wearing one as well).

Apparently "paw" was not a fan of longhaired hats.

Precious few pictures exist of Sterrett. I haven't found any of him wearing a hat.

French illustrator & caricaturist

Known for his extraordinary skill with which human characteristics are represented in animal facial features.

"Mr. Vulture". hangs in the Metropolitan Museum of Art today.

Early in the Victorian era they were fixated on stuffed toads in Top hats.

His humor was always tempered and refined by delicacy of sentiment and sober thoughtfulness. Grandville supplied illustrations for various standard works of the time, such as the songs of Beranger, the fables of La Fontaine, Don Quixote, Gulliver's Travels, & Robinson Crusoe. His art has been used on more than one album cover by Queen, & one by Alice In Chains.
