Regarding fee's, if I send you payment the only selection I get is 'goods/services' or 'to a friend' selection.
If goods and services, I don't pay fees and if the other, I do pay fees.

PayPal profit's are made on fees, so one party will be paying.
As mentioned, when I select 'friend' for payment, I pay the fee and would imagine the same would be for you.
