The bottom buttons and flap pockets on the jacket look strangely low, but its overall length is a normal (for a regular size) 30 inches. I wonder if this jacket was originally a long size that was shortened. [huh]

maybe it has the original fabric to re lengthen the jacket back to shape because you are right.

From the photo of the lining there doesn't look to be enough seam allowance to add much length.
