Few days ago, I bought a 1900-1920's black three-piece suit and it came with a waistcoat with a loop!
Interestingly enough, this suit was also most likely tailored in Japan.
The tailor's tag on the jacket indicates that it was tailored by a shop named "Ōkura" (大倉) in "Toyooka" (豊岡), a city in the northern part of Hyōgo Prefecture, Japan.
Also the surname of the previous owner is embroidered on the jacket which says "Nakamura" (中村), a very common surname in Japan.
Besides, the tag also has a telephone number of the shop which says "Tel. ?33" (電話?三三番, sorry couldn't make out the first digit).
The three-digit telephone number implies that the suit is from the manual exchange era (before 1926 in Japan).
So the waistcoats with loops that I own were both probably tailored in Japan and are from around 1900-1930's.
I wonder if this is a mere coincidence, or as @Edward has mentioned, a variation that took hold in Japan.
