I'm not sure what exactly cold cream can be used for, but I'm most familiar with it as a makeup remover and skin treatment. My grandmother used it religiously. A water-free skin protectant for cold weather sounds more like a petroleum jelly (Vaseline).
Doesn't seem to be bad from the other sources I've found. It's a wax/parrafin like many others used in cosmetics.
