With your chest size, I’d be looking for a PtoP measurement of at least 24.5”. That might feel snug depending what you want to wear under it.
For me, I like about 4-6” over my chest size to layer with sweaters or UHFs.

I have this seasons IH oiled ship cord N1. As Jake said, the sleeves being quilted might make for a less itchy feel for you.
I only really notice a slight bit of itchiness when I flip the collar up on really cold days. It’s an amazing jacket IMO.

I think one size up should, do the trick.
John Chapman told me that if a jacket is made using a good pattern, you can wear one size or even two sizes larger as in your example, and it should still look good. I trust his advice.
