They call the belt loops a "gun belt holder" in the video.
I second what pawineguy wrote. Pretty sure it came from police jackets, which are made to hold bulky police duty belts.
One way to prevent the belt loops from twisting around, is to have two snaps instead of one on each belt loop.

I think we are speaking about different things. Motorcycle jackets don't usually have much space for fashion statements. But you may be right about designer jackets.

I think this is a very valid question, and have wondered the same. I think that, at least on some jackets, the halfbelt serves a purpose. Here are my considerations:
