Agree with all of the above. You can shave a little length off the sleeves with hotwatertreatment, not as much as people would have you believe, but trying to shrink two sizes is a non-starter.
IMO This garment needs some kind of treatment then a lot of battering. The treatment might just be hotwater and then a long time in a dryer ( no heat ) . They need to be beat into submission .. leave them in the dryer until they beg to come out or in this case until they’re on their knees !!
...As to the collar, as many others have indicated, work with it a bit and see if it gets more comfortable. I've certainly worn mine in the rain & warmth, but never done a shower or hotwatertreatment.

I’m thinking of doing the hotwatertreatment on the collar only and hopefully shrink the top layer to be the same as size as the bottom. If that doesn’t work then I’ll probably bring it to a tailor. They will most likely have to make the collar smaller overall but I can live with that.
