WWII/ post-war style wool gab trench with obscure dating reference (1891 Union label)

This is an odd one. Looks exactly like a wartime/ post-war wool trenchcoat to me. I don't know if the Navy trenchcoats had rayon liners, though, I've only handled an Army trench.
However, there's a 1891 Union label sewn in - a leftover?

yeah, it's a WW2 coat.

Not a leftover, just a different union. They continued using that tag into the 1990s.
