If you are not looking to drop a whole bunch of money, you could start with many of the sutlers for Cowboy Action Shooting. I hear back and forth on quality but if you are looking for a Halloween outfit they would probably meet your expectations.

River Junction Trading Company, they have many options for pinstripes.

Gentlemen's Emporium
They do a brown pinstripe I've seen in the past.

A little later (more 1890s-1920s), but many recommend Old Town Clothing. I'm not sure if the have a pinstripe though... While I have not personally ordered from them I did contact them and they can sell and ship to US customers. If I were looking to put an outfit together for late 19th or ealry 20th I'd go with them.

You are most welcome!

Update us with the results. I love the belle epoque period (1890-1910 or so) and every time I watch Brett's Holmes or films like The Illusionist I think I need a 3 piece in that style...
