A fair number of tailors will accept cloth supplied by the customer. You should first look for the tailor who you think will make the kind of suit you want, and only then ask if you can supply the cloth. Very often the cloth is a large part of the tailor's price and they don't much like making garments for a much reduced return, so don't expect to cut the price very drastically.

Dirk is right. Tailors will get a good mark-up on the cloth and will use that in calculating their returns. In Dubai I have had no problem bringing my own cloth, but the tailor does seem to think his own cloth is better.
