I like to use shoulder width in combination with sleeve length to assess overall sleeve fit. The sleeve length plus half of the shoulder width should roughly equal dress shirt size for me. For example, 18" shoulder and 25" sleeves give a final measurement of 34 (9+25). A 20" shoulder with 24" sleeves give the same final result, and the sleeve cuff should hit a similar point on the wrist.

This doesn't account for style of how a wide/narrow shoulder will look, but is mainly a metric I like for whether or not the arms will fit properly.
