By the look of it, I'd say: A front-strapper.

Yes they do... I lived within bus distance of a BIG, BIG err... "establishment" as a kid. We always joked that when someone was being "silly" we were gonna ship em out to "Creedmore" Psyche. When ever I observed the denizens there they definatle showed a distinct preference for front-strappers and brown oxfords.
