Strange way to wear a tie..

I've noticed on two separate prominent figures in the thirties a very odd way to wear a tie- very short and hanging outside the suit. Was this a trend back then? It looks absolutely ridiculous.

This was probably not worn that way on purpose. That has actually happened to me once or twice when I've tied a rather short tie with a full-windsor knot, and have the whole thing spill out of my jacket when I've turned the wrong way. Anyway, I at least hope this was not the look he was going for...

I thought this too for a moment but that doesn't look like any cravat i've seen.

It's certainly a silly look, but I wonder if the tie is something like this odd, double-ended/double-sided tie I found at a thrift shop - it's only 40" long.
