That's a cool photograph. It does make you wonder what they are doing and where they're headed. You mentioned Catalina Island, well this photograph reminds me of a book I have with old photos of the Los Angeles harbor area and such, mostly from the tail end of the 19th century to the 1920s, I think. This photograph looks to me, dated around the 1920s, or perhaps '30s? I'm guessing mainly on the style of the hat crowns and brims, which are pretty tall and wide.

I don't think they look all that sinister.
Probably a Rotary Club outing.
Still, an interesting photo.

Check out the reflections on the eyeglasses, and they way they have the hats pulled down to block the sun. That plus nausea will make you seem kinda gangersterish, ya know.
