This trademark info should be helpful. Namely, it was registered in 1993 and discontinued in 2000. Although it says B-3 and sort of has a military-like label, it is not actual military. (B3s ended before the mid 20th century, not anytime near 1993). My best guess is that it is a civilian-made (probably made in China) jacket that mimics the B-3 design, but not to the point of being historically accurate or anything like that. There were many companies like this, I think.
Quality-wise, no idea. Never owned one of them. I have flipped a couple of civilian knockoff B-3s similar to this, and they seem okay.
