Raincoat belt question

OK, this may be a dumb question, but I have a Ralph Lauren raincoat and on the belt there are two buttons with a strap that connects to the button on each end. I cannot figure out what it is for. Can someone help me?

Perhaps you can use the strap to connect the belt to one of the back belt loops, to anchor it and prevent its falling off/out?

Oh yeah, that would make sense. I was thinking both belt loops would be strapped, but it isn't long enough. I suppose anchoring to one is enough. Thanks!
