Polo Shirt Over Shirt?

I found this picture of Lawrence Welk wearing what appears to be a polo shirt, over a shirt and tie.

Is this a polo shirt, or is it a sweater? Did other people in the Golden Era do this as well?

To me it looks like a sweater with a polo-neck. Note the fullness in the body and sleeves. I've seen them before, but they're uncommon.

My grandad was still wearing these horrid things in the 1990s (he died in 2011 aged 97). Some of them were velour and had the same polo-style collar and placket. Not a look I'd want to emulate.

Never seen one of these worn over a shirt like that -I quite like it!
