"Police" Braces - How Old?

I found these nifty braces at the thrift shop today. The maximum length is only 36", so I assume they were either meant for very high-waisted trousers or they were boy's braces. Anyone know anything about them?

I have a pair that came with my A-11 flight pants, so I would guess at least from the 40s.
