Mystery Jacket. Can Anyone Guess the Age?

I picked up this sport/orphaned jacket the other day, and I'm quite baffled by it. I'm torn between if it's a definite '60s jacket or a pre-1930's one. It's style is very '60s, with it's narrow lapels that lack buttonholes and the fact that it's a double breasted with a center vent, albeit a small one. However the material is VERY thick and heavy unlike any other '60s jacket/suit I've ever seen.

I've never seen material like this used under a jacket collar before.

Found this in the breast pocket, the only clue as to who may have owned the jacket previously.

I'd say late 1950s to 1980s, or even early '90s. Made by a tailor who learned how to do it the "European" way. The tailor could have been from practically anywhere: Latin America, Asia, the Middle East, Western or Eastern Europe ... you name it.

It did seem non-American to me. Thanks a lot for the insight!
