It's labeled 'Jeffrey Banks', a company I know nothing about. I found it in a thrift store, which is where I find practically all my ties. I don't know how old it is other than it's a modern tie, certainly.

There is a Chinese made Jefferey Banks tie that they are selling in Myers in Sydney.

jeffrey banks...i believe thats a jc penney brand...very nice tie though.
