I came across this letter while looking at old pictures at my Mom's. It was dated March 1, 1948 and sent to the Department of Justice Immigration and Naturalization Service in Honolulu T.H.
He originally applied in February 1947 while living in Honolulu, seven months after President Truman signed the Luce-Cellar Act of 1946. http://en.wikipedia.org/wiki/Luce-Celler_Act_of_1946 He subsequently moved to Oakland, CA and wished to have his application forwarded to the mainland.
