ID vtg. leather jacket

I think it's European military of some sort, but thought maybe one of you would know exactly from where and when.
Double breasted, raglan sleeves, oatmeal lining, belt loops. Bought it for my dad for him to wear on his motorcycle. He was looking for something with a bit more substantial leather than the '80s mall jacket he's got now.
