This is how on the web interface using Chrome on a Windows laptop ... (your mileage may vary)
Hover over your current avatar in the upper right corner.
Select "Personal Details" and it should prompt you to "Click to change your avatar" (or maybe an option to add if one is not there).
The "Choose file" should being up a folder directory of your PC for you to find the image you want to upload.
See if that gets you where you need to be.
