In he never ending and mostly fruitless search for a halfway decent off the peg suit or jacket, I have come across a brand in Europe called Hackett.
Nice crisp fit and shape. A few models with nice peaked lapels and good colors. The cloth is matt and doesn't have that cheap sheen you see on most off the rack suits. Not bad, but not as good as the fabrics from Brooks Brothers.
But most important their jackets have a relatively soft shoulder and small tight armholes. I would go as far as saying, that with very, very few exceptions Hackett has the tightest armholes I've ever seen in an off the rack jacket. They also have very little padding. You can almost salute in one of these, without your shoulder boards smacking you in the side of your head...
The downside?
Hopelessly overpriced.
We are talking 300-400 pounds (Sterling) for a summer sports jacket. For that amount of money you can have one made.

Close, but no cigar, unless you can find one at a good price.
