Felt covered Hat Blocks

Here is a simple question for you mild mannered Hatters (able to leap tall buildings in a single bound...). I have stumbled accross a hat block that is covered with felt. What would a hat block like this be used for and how would its use differ from a "plain" wood block?
I apologize if this subject has already been covered.

Yes it upsizes the hat a fraction.

BINGO! Yep. The trick of "upsizing" a hat block, is to put a hat body on it to increase the size. I just wished that workes in the .....................
