In Germany, you can still photograph as you want, in public! For hobby-photographers, nothing changed.
DSGVO § 85, Part II ("national exceptions")
So, our german 1907's "Art Originator Law" is furthermore relevant!
Short version:
Never publish a "portrait"of a person or a piece of art without permission.
In combination with DSGVO §2, Part II, c)
"This decree will not be applicable on the processing of personal data
c) done by natural persons for the practising of exclusive personal or familial activities."
