Did I measure my head correctly?

Looking at the instructions
Using a tape measure, measure the widest part of your head, just above the ears and eyebrows, to the nearest 1/8th inch.

but then I look at the photos of the hats on this board, it would appear the hat sets HIGHER on your head than where you took the measurement at?

Is this the way hats work? Or is a Hat suposed to fit exactly where you measured on your head?(I'm a perfect 23"dia size:7 3/8)

The problem with off the shelf hats as I see it...

...is that they have a widevariation in size. Let me try to explain...I'm a hard 22 12 inch head. According to some size charts I could be anything from a 7 to a 7 1/2. In a Stetson I usually wear a 7 1/8, but some 7s fit me well. Biltmore I wear a 7 1/8 and they are pretty consistent as far as size goes. I recently ordered a custom and I measured to be sure, yep 22 1/2. But I'm not gonna hold my breath that it will fit. So really it's a crap shoot getting one that fits without trying it on first. This is not good news for those of us trying to order a custom hat via the net. For instance, in Boston, there are no hat stores that I can find to "test" my head size. I'm in the process of ordering from Optimo/Chicago. Thus, my only choice is to use the tape measure and hope for the best, yes?
