I am trying to shape the brim but one side won’t stay where I want it; it seems to be too soft. I used steam and I don’t know what else to do.

What shape are you aiming for? Also if you post some pictures of the hat in progress we might be able to spot what you’re missing!

I just want the sides of the brim to curl up slightly. I got one side perfect gently putting it in place and adding some steam but the other side is less stiff and won't stay put. It looks lop sided.

Without some pictures of how and where the brim is curled I’m not sure I can help any further but I would be happy to take another shot at assisting if you upload a few pictures of the hat in question. Otherwise there may be some less visual learner types out there who may be able to guide you better

You might try spraying the brim with distilled water, then shape it how you want and let it dry. Don't use tap water as the minerals might stain the felt.
