Looks like the tailor who let the pant legs out didn't do a great job.

From the look of the fold lines on the ankles they lt down the turn-ups to add a few inches to the leg, and ignored the fact that the turn-ups were actually an add on, rather than just a continuation of the leg. I have never seen turn-ups that were added on in that way when constructed, but maybe someone knows more about it?

I suspect that it is not an added piece, but rather just a seam on the inside... (when doing my faux cuffs I do that as well).
One would need a photo of the inside to be sure.
