I have one of those 3 barrel curling irons. I have never been able to get it to make waves- it makes more of a crimping, frizzy, 80s hairdo. But I have not practiced a whole lot either. I'd do a hot set in the morning like Kitty suggests. -

You could try just getting the basics from everyday retailers and then using accessories to give it that vintage feel- along with hair and make-up. another haircut inquiry
You might check this website, it has some of the older silent- era ladies. BTW, I don't think a perm will make it look like the picture. It will hold the curl better, but you're still going to have to use curlers or something IMO. http://silentladies.com/Ladies.html -
