That looks like fur to me -- on the lower end of the quality spectrum, but still much nicer than wool (imo). The closeups of the felt and the look of the raw edge look just like the fur caps I use for my amateur projects.

The only clues to the age on the hat itself aren't particularly helpful... The Regent Street store opened in 1911, the sweat is reeded, the liner is unpleated and thread tacked, and the tag hearkens to an antique era... Pardon my vague observations haha
