Actually, it is The Billy Kidd hat. It was his trademark look in skiing around Steamboat Springs. He was World Cup winner & on Olympic team, etc.
He is part Native American. Those feather bands were real popular late 70's/early 80's with Urban Cowboy fad & Richard Petty....
To me, this is an "individual" look kind of thing...this guy may have just stumbled into it & it works for him, now you want to do similar.
I'd go after a "thrift store" homburg that had the brim shape covered, then work on reshaping the crown.

From freezing the video, it does look like an old Homburg with the crease punched out of shape & "personalized"...
