As to wool - it is entirely probably more hats have been made in wool in History than any other felt. So don't discount it straight away. You mention in budget which suggests you have set criteria.

Sounds you have the clasic problem of wrong right size, wrong shape.
Bowlers are made in 3 ways:
1) Typical hood blocked new bowler off the shelf is either a wool or fur felt, both of which are "stiffened".

I would not considering ordering one size bigger unless you have an extra long oval shape. Boater are hard shells, and as shape the shape of you head comes into account.
