Yeah thats pretty short. You can always request pictures of the measurement from the seller. Worst case scenario they ghost you. For reference my Delraiser is 41" chest with 24.25" length and I wouldn't want it a centimeter shorter. My cafe racer (this thread) is similar length. I'm 5'10"...
I'm no where near expert enough to offer advice to other people. Just do the normal process of measuring yourself or a well fitting jacket and finding something that comes close.
Certainly a possability. The only time I've had to pay customs was years ago when I kept buying stuff off Rakuten and FedEx asked for payment on delivery. So far that has been my only experience paying a duty. My jacket was dropped off over a month ago and no bill so far.
