Yes, 1950's. It is a stitched over-welt. It is not felted. It IS one of my favorite brim treatments when stitched with multiple rows like that.

I has the exact same thing happen with a Premier Whippet in natural, I ordered through them.......came as a special order and arrived with some awful ribbon work and stitching hanging out all over the place....so got returned as well.
