A punti 7 is a 61. Yes. The hat is labeled by the retailer (the hat shop selling it) as a 60. Who could make such a jacket?
Without going into too much detail... LVC made Einstein's Cossack, in brown and black. First that comes to my mind. I feel like Thedi makes something like this too. Himel has a Cossack pattern I believe.- Kuro

There are more than minute differences in the pattern between a Leathertogs and a J-31. I agree they are the same style, but they are not similar jackets.
