I find the pulls useful when wearing gloves. Generally I like to have them, and if a jacket comes without them, first thing I do is replace the missing ones.
Everything seems fine, except, as you pointed out, the sleeve length. I would easily add 2 inches, instead of 3cm, because the sleeves will crease a bit. No epaulets necessary.
Given the chaos induced by Brexit, I suppose they improvised to avoid stocking tons of unprocessed goods on both sides of the border.

Look for the pocket ticket to check the model number. It should indicate what kind of leather was used. Yours really looks like HH. Usually the tag is in a pocket. If it isn't, it sometimes is inside the jacket under the lining.
Padded Cal arrived. Measurements are overall OK, except in the ptp (too much by an inch). Leather is midweight, very supple and comfortable. One more jacket for the bike, it was a pretty good deal, thanks to @ton312.
