    As others have said the arms are meant to be big due to the layering of a uniform underneath. Personally I would not put a rank badge on those flaps, I just sewed them down. Cut them off but if you decide to sell it later it ma be a buyer bargaining point you may not be happy with -$$$£££€€€...
