From what I understand, yes. The early parts of the finishing sets the direction and the finishing follows that.
If you see vids of hat machinery (check out Wellema hats on IG), the machinery rotates clockwise, setting the fur ccw.
I have a few Alexanders. The company is G.W. Alexander, and they made a fairly broad range of hats over the years. Mine range from very nice to "meh.". Yours looks like the former.
